Coldwater is assisting the City of Lorain with a series of grant-funded restoration projects. These projects are intended to improve in-stream and riparian habitat within a portion of the lower Black River that is currently devoid of quality habitat. To date, the projects have removed over one million cubic yards of recyclable steel mill processing byproducts, restored over 26 acres of active floodplain, stabilized nearly 5,000 feet of stream bank, created over 7,000 feet of in-stream habitat and improved vegetation communities through the installation of over 75,000 native trees, shrubs, and herbaceous plants.

Client: Great Parks of Hamilton County
Project: Dry Fork Creek Phase II Stream Restoration Project

Coldwater provided planning, design, and permitting services to Great Parks of Hamilton County for the Dry Fork Creek Phase II Stream Restoration Project. Non-cohesive soils and channel migration had resulted in significant erosion and sediment loading in recent years. Coldwater conducted an alternatives analysis and detailed design of the preferred alternative, which included a bankfull bench, rock toe, j-hook structures, constructed riffles, and a comprehensive native planting plan.

Dry Fork Creek Phase II Stream Restoration (PDF)


Client: Eureka Hunter Pipeline, LLC
Project: Permitting for Natural Gas Pipeline Construction

Coldwater is assisting Eureka Hunter Pipeline, LLC with the regulatory permitting required for construction of new natural gas pipelines in Ohio and West Virginia. Coldwater’s scope of work includes completion of wetland and stream delineations, endangered species and cultural resources assessments, Clean Water Act Section 404 permitting, construction stormwater permitting, floodplain permitting, and hydrostatic discharge permitting. Coldwater has completed the permitting for over 100 miles of pipeline on an expedited schedule.

Client: Greene County Parks & Trails
Project: Glady Run Stream Restoration & Preservation Project

Coldwater provided grant application and administration assistance, design, permitting, and construction oversight services to Greene County Parks & Trails for the Glady Run Stream Restoration and Preservation Project.  Previous relocation and channelization had resulted in significant erosion and sediment loading in recent years.  Coldwater incorporated rock toe protection and a native planting plan into the final design, resulting in the restoration and stabilization of eroding stream banks while maintaining the channel’s conveyance capacity and minimizing temporary impacts to the stream bed and the adjacent bike path.

Client: The Scotts Miracle-Gro Company
Project: Hyponex Corporation - Orrville Site Stormwater Retrofit Design and Permitting

Coldwater provided design, permitting, and construction-phase services to the Scotts-Hyponex Corporation for an industrial site retrofit project at their Orrville, Ohio facility.  The design for this 14.5-acre project hinged upon significant improvements to two existing stormwater basins, which were converted into an into an interconnected sediment basin system during construction and a wet extended detention basin system as a post-construction BMP.  This design lowered O&M costs for the owner through reduced maintenance associated with the wet basins and the elimination of an industrial stormwater sampling location.  Coldwater’s design met the terms of a Nationwide Permit that did not require pre-construction notification to the U.S. Army Corps of Engineers and supported an expedited project schedule.

Client: Sanitation District No. 1 (SD1) of Northern Kentucky
Project: Organizational Structure Efficiency Study

Coldwater provided management consulting services to SD1’s Collection System’s Department to assess the effectiveness of the management team and identify areas for improvement.  The project scope included reviewing SD1 data sources, conducting staff interviews, leading meetings, and developing improvement recommendations.  Thirty separate recommendations were developed to make improvements in goal-making, performance reviews, employee engagement, management support, communications, and other areas.

Client: City of Columbus, Ohio
Project: Barthman/Parsons Blueprint Green Infrastructure Pilot Project

Coldwater provided planning and design assistance services to AECOM, Inc. for this City of Columbus Blueprint pilot project.  Two neighborhoods were evaluated for the use of green infrastructure to reduce stormwater runoff and CSO/SSO overflows.  Coldwater’s scope included field assessment, concept renderings, surface water modeling, cost estimating, detailed design, and permitting for green infrastructure components.

Client: City of Xenia, Ohio
Project: Massies Creek Flood Mitigation Project

Coldwater assisted the City of Xenia with preparation of a grant application for Hazard Mitigation Assistance from the Federal Emergency Management Agency (FEMA) through their Pre-Disaster Mitigation (PDM) program.  Coldwater’s assistance included an analysis of historical flood data, identification of flood hazards, documentation of flood damage history, preparation of a benefit/cost analysis, and preparation of the project budget and schedule.  The application was successful, garnering $533,975 in PDM funding, which is being used to purchase the flood-prone properties, demolish the structures, and restore the area to a natural floodplain.

Client: Metropolitan Sewer District of Greater Cincinnati
Project: Permitting Guidance Manual

The Metropolitan Sewer District of Greater Cincinnati (MSDGC) engaged Coldwater to prepare a Permitting Guidance Manual in order to guide the permitting process for potential sewer district projects.  The Manual covers U.S. Army Corps of Engineers Clean Water Act Section 404 Permits, Section 10 Permits, Ohio EPA Section 401 Water Quality Certifications, and Ohio EPA Isolated Wetland Permits as well as ancillary agency coordination.  As part of this project, Coldwater also provided training to MSDGC staff on the permitting process and assisted with siting wetland and stream mitigation banking areas.

Client: City of Lorain, Ohio
Project: Lakeview Beach Green Infrastructure Project

Coldwater is assisting the City of Lorain with planning, design, and implementation of a stormwater quality treatment project at Lakeview Beach.  Water quality sampling performed during the swimming season has shown a long-standing E. coli bacteria problem with concentrations routinely exceeding the recreational contact standards.  The City will be evaluating several pre-treatment options, including antimicrobial filter media, ultraviolet disinfection, and ozone disinfection.  The green infrastructure system will also include a wetland sand filter.

The Lorain County Community Development Department selected Coldwater to assist with completion of the Black River Watershed Action Plan.  Coldwater also conceptualized and completed a grant application for the County’s $973,500 "Challenge" Grant, which is funding the removal of 40 acres of invasive species along the lower Black River while creating at least 20 new seasonal jobs within the County.  Additional grants were awarded for Phases II and III, which will expand the scope of invasive species control to cover an additional 60 acres and an additional 20 seasonal positions.

Client: The Scotts Miracle-Gro Company
Projects:  Hyponex Corporation - Shreve Facility Wetland Permitting & Mitigation
                Hyponex Corporation - Shreve Facility Pre-Pack Expansion Project

The Hyponex Corporation operates a soil excavating and processing facility in Shreve, Ohio.  As part of the soil excavation process, Hyponex is restoring wetlands that have been degraded by draining/ditching and invasion by reed canary grass.  Following completion of the project, the wetlands will support a more diverse array of habitat and a native plant community.  Coldwater is assisting with permitting, mitigation, and post-construction monitoring associated with the project.  Additionally, Coldwater assisted Hyponex with stormwater permitting for a recent 2.3-acre expansion of the Pre-Pack product storage area at the Shreve facility.  Coldwater’s stormwater permitting services included the design of construction-phase BMPs and permanent stormwater management controls, stormwater permitting through Wayne County and Ohio EPA, and post-construction inspection and documentation.
